This is the pulley on Hull 270.  It is very wobbly and I can imagine that it would be possible to have the cable get stuck if allowed to bounce around with the cable loose.  I plan to find a way to get it out and improved.
 
Looks like the bolts were installed from below.  There is no room to lift the pulley assembly up and out.

If you can relax the lift cable, there should be a cotter pin thru the the pin, remove and drive the pin out, remove the turning block pully, bore the hole and install an oillite bushing and reinstall. No need to remove the bracket.

I always leave a small amount of tension on the cable to prevent it jumping out of the pulley.

The bolts on mine are only held in place with silicone and can be pushed down to remove the bracket and pulley. These bolts are only taking sheer forces and are stronger than the pulley and bracket.

I had to fabricate a replacement for this assembly because I destroyed the original trying to free a stuck keel.

I have had mine jump the pulley without pressure on the cable as well.  I have heard from others that the fiberglass under the pulley can be too thin and flex, an easy fix with an aluminum plate.  Mine seems to be fine.

The pulley assembly looks different than what is in my boat.  I think my assembly has a plate under it.  I will get a photo soon.  I have some family stuff this weekend so likely next weekend.
