Can some one tell me what kinda rubber or what ever to use on the little hole the rudder goes into.

Here is a picture of the aft of the boat where it comes out to move the rudder I just found a piece of rubber for a shower and put it over and cut it into slices.

My boat is still covered so I cannot see the area you mention, but I believe my boat just has an open slot there with no  rubber cover.  Your rubber cover may have been added by a previous owner.
